IPCA-15 was 0.84% in February

The Extended National Consumer Price Index 15 (IPCA-15) was 0.84% in February, 0.64 percentage points (pp) higher than the January result (0.20%). Year-to-date, the IPCA-15 has accumulated an increase of 1.04%, and over the last 12 months, 4.10%, below the 4.50% observed in the preceding 12 months. In February 2025, the rate was 1.23%.

Of the nine product and service groups surveyed, Transportation (1.72%) had the greatest impact (0.35 pp), while Education, with a 0.32 pp impact, showed the greatest change (5.20%). The other groups ranged from -0.42% for Wearing apparel to 0.67% for Health and personal care.

In Education (5.20%), the largest contribution (0.28 pp) came from regular courses (6.18%), due to the increases usually made at the beginning of the school year. The largest changes were recorded in secondary education (8.19%), primary education (8.07%), and preschool (7.49%).
In the Transportation group (1.72% and 0.35 pp), the largest change was in airfares, which increased by 11.64%. Fuels rose by 1.38%, with increases in the prices of ethanol (2.51%), gasoline (1.30%), and diesel fuel (0.44%), while vehicular gas had a negative result of 1.06%.
The urban bus subitem showed a change of 7.52%, due to the appropriation of the following fare increases:
- 8.70% in Belo Horizonte (14.68%), starting January 1st, also including free fares on Sundays and holidays.
- 6.00% in São Paulo (13.97%), starting January 6th, considering free fares on Sundays and holidays.
- 20.00% in Fortaleza (11.14%), starting January 1st.
- 5.36% in Salvador (4.37%), starting January 5th.
- 6.38% in Rio de Janeiro (4.17%), starting January 4th.
- 4.46% in Recife (1.86%), starting February 1st.
Furthermore, due to reduced fares on Sundays and holidays, Curitiba registered a 4.29% increase in urban bus fares, and in Belém, the increase was 9.67% due to free fares on Sundays and holidays, which are also in effect in Brasília (9.47%).
Also in Transportation, the 2.22% increase in the subway fares is due to the 9.47% increase in Brasília, because of free fares on Sundays and holidays, and the 3.85% increase in São Paulo (2.86%), effective on January 6th, the same rate applied to the trains (2.86%), with the same effective date. Also in São Paulo, the 9.38% increase in public transportation integration reflects the combination of the aforementioned increases and free fares granted. There were also increases in taxi fares (1.52%). In Fortaleza (16.11%), rates increased by approximately 18.70%, starting January 19th. In Salvador (3.28%), there was a 4.53% increase starting January 23rd, and in Rio de Janeiro, the increase was 2.92%, due to a 4.92% rate effective on January 2nd.
In the Health and Personal Care group (0.67% and 0.09 pp), the highlights were personal hygiene items and health insurance plans, which rose 0.91% and 0.49%, respectively.
In the Food and Beverages group (0.20% and 0.04 pp), food at home increased by 0.09% in February, below the January result (0.21%). The main positive changes were recorded in tomatoes (10.09%) and meat (0.76%), while on the downside, rice (-2.47%), chicken pieces (-1.55%), and fruits (-1.33%) stood out.
Food away from home registered a change of 0.46% in February, with increases in meals (0.62%) and snacks (0.28%).
The Housing group increased by 0.06% in February, after decreasing by 0.26% in January, with notable results in water and sewage rates (1.97%) and residential rent (0.32%). On the other hand, residential electricity was the subitem with the greatest negative impact on the index (0.06 pp), decreasing by 1.37% in February. During the month, the tariff flag in effect was the green one, with no additional cost for consumers.
The water and sewage rate (1.97%) reflects the following increases: 6.48% in São Paulo (3.63%) and 4.69% in one of the concessionaires in Porto Alegre (1.31%), both effective from January 1st; 6.56% in Belo Horizonte (7.41%), effective from January 22nd; and 2.64% in Curitiba (0.16%), effective from December 15th.
In the piped gas subitem (-0.71%), the -1.64% change in Rio de Janeiro resulted from tariff reductions on January 1st (-0.08%) and February 1st (-4.44%); and in Curitiba (-1.66%), there was a 4.01% reduction in tariffs, effective from February 1st.
Regarding regional indices, the largest change was observed in São Paulo (1.09%), due to increases in the sub-items airfare (16.92%) and regular courses (6.34%), with emphasis on primary education (8.32%). The lowest result occurred in Recife (0.35%) due to decreases in ride-hailing services (-10.34%) and residential electricity (-2.32%).

For the calculation of the IPCA-15, prices were collected between January 15, 2026 and February 12, 2026 (reference period) and compared with those in effect from December 13, 2025 to January 14, 2026 (base period). The indicator refers to families with incomes of 1 to 40 minimum wages and covers the metropolitan regions of Rio de Janeiro, Porto Alegre, Belo Horizonte, Recife, São Paulo, Belém, Fortaleza, Salvador and Curitiba, as well as Brasília and the municipality of Goiânia. The methodology used is the same as the IPCA, the difference being in the price collection period and the geographical scope.
